The Practice

History Of The Practice

Kelly’s Chartered Building Surveyors were originally established in 1992 as Kelly Langley Partnership. The Partnership was formed by John Kelly, who was based at the Partnership’s Bromley office, and Alan Langley, based at the Partnership’s Cambridge office. 

The Partnership had over 20 years of experience dealing with Party Wall Matters, Rights of Light, Design, Conversion, Refurbishment, and other complex building-related matters. 

After 22 years of a successful partnership, due to the emerging diversity of disciplines within the practice, the partners agreed to form their own practices, built on the legacy of Kelly Langley Partnership. John Kelly formed Kelly’s Chartered Building Surveyors, which was based at the Bromley Office of 1a Heathfield Rd, Bromley, Kent BR1 3RN.

John Kelly is a Consultant Building Surveyor who has built a Specialised Consultancy Practice. The practice provides a wide range of property and building-related professional services, including a full range of building surveying services, architectural services, construction cost consultancy, and project coordination. Other professional specialisms include resolving boundary disputes and negotiating schedules of dilapidation.

What We Do

Kelly's is a family-run building surveying practice, specialising in design, refurbishment, conversion, and adaptation works to existing residential premises for Registered Social Landlords (RSLs) for both general and special needs. In addition, Kelly's specialises in the design, conversion and development of buildings into Houses of Multiple Occupation (HMOs) for various social uses. Moreover, Kelly's also deals with some highly complex matters, such as Boundary Disputes.

Our other specialisms also extend to Party Wall Matters, Planned Maintenance and Insurance Reinstatement Works, and surveys with the use of a drone. 

At Kelly's Chartered Building Surveyors, we have over 50 years of experience in dealing with complex building matters. We use advanced technology to assist us with our reports. Therefore, we operate a drone with fully licensed operators and insurance for our building surveying work. The use of a drone has been revolutionary to our work, assisting us with Surveys, Boundary Wall Disputes, Party Wall Matters, Major Repairs and Planned Maintenance Reports.

We can do almost everything in-house. Unlike other firms, which rely on architects, land surveyors and other construction consultants, we can undertake all these duties for our clients. From inception design, specification, management, to completion, all undertaken by us. Importantly, all our drawings are prepared on a Computer-Aided Design (CAD). We primarily use CAD for any works which involve drawing details. Technology and experience are at the forefront of our practice.

John Kelly 

John Kelly has in excess of 50 years of experience in the construction profession. He started off, working on-site, for a large international contractor setting out various reinforced structures, roads and bridges, training as a structural engineer.

However, as time went on, the idea of becoming a Building Surveyor, which was new at the time, continued to grow in his consciousness, and he eventually seized that opportunity.

After working in private practice and local authority, he built up many years of experience, managing teams of surveyors, and then decided to start up his own business. 

John Kelly is a fully qualified FRICS Chartered Building Surveyor and has won multiple awards for his work, and he was featured in The Times newspaper.

Today, John Kelly works on all aspects of Building Surveying with his son, Harry Kelly, who is a Junior Building Surveyor.

Harry Kelly 

Harry Kelly is working alongside and assisting John Kelly. Harry graduated from London South Bank University with a First-Class Building Surveying Degree in 2024.

Harry has an interest in aviation and is a fully licensed drone operator, which is beneficial to the Kelly’s Chartered Building Surveyors Practice. Harry started at the practice in March 2025, after previously working for another London-based building surveying practice. He is now embarking on his Assessment of Professional Competency (APC) to obtain his Chartership with the RICS.
